The Tierra Montana land use planning project involved a master plan study to create a western portal into the City of Phoenix South Mountain Park. The Master Plan provided a park and ride site, a visitor and community center, a desert labyrinth, a 500-seat amphitheater, a iconic observation tower, a star-gazing astronomy plaza, a competition grade 3 mile mountain bike course, a road bike course and velodrome, a wildlife viewing bosque, and dedicated equestrian, hiking, and handicapped accessible trails. The master plan created a destination and community recreation vision for the expanding Laveen village community in the undeveloped areas of South Mountain Park. The development of this vision was to coordinate with the alignment of the south 202 loop freeway and the off ramp proposed at 51st Avenue and Estrella.
